Best Betting Sites with AGCO Ontario Licence 2026

On 4 April 2022, Ontario flipped a switch the rest of Canada is still studying. The Alcohol and Gaming Commission of Ontario (AGCO), together with the conduct-and-manage agency iGaming Ontario, opened the first open private sportsbook market in the country. Four years on, I've registered, deposited and withdrawn at every AGCO-licensed brand worth ranking. There are 48 operators running about 80 sites on the iGO register at the time of writing, they've taken roughly $98.3B in wagers in calendar 2025 (a 26% jump), and they all play under the same Standard 2.05 advertising rulebook. That rulebook is why this page does NOT list a single welcome bonus figure. It also rules out athlete and celebrity ads since 28 February 2024. Here is my ranked list of the AGCO operators I actually trust with a deposit, why I rank them in that order, and the iGO rules every Ontario bettor should understand before signing up.

If you live in Ontario, the AGCO licence is the only legal way to bet online with a private operator. Provincial Crown bodies like BCLC's PlayNow or Loto-Québec's EspaceJeux do not serve Ontario residents. OLG.ca remains, but it sits outside the iGO framework and has its own market share of around 20%. Everything else marketed at Ontario players must show an AGCO registration number, an iGO operating agreement, and a Ministry-approved ConnexOntario link. If a site cannot show that, it is not legal here. Plain and simple.

What the tags mean. AGCO / iGO = registered with the Alcohol and Gaming Commission of Ontario under iGaming Ontario, so it is legal for Ontario residents 19+. Verify = operator on or off the iGO register depending on date. Confirm before depositing. Offshore, no ON access = not registered with the AGCO. Most of these block Ontario IPs and addresses at signup. Using a VPN to circumvent geo-blocks violates operator terms and AGCO Standard 6.07.

What the AGCO actually licenses (and why it matters)

I keep meeting Ontario bettors who think the AGCO is the sportsbook itself. It is not. The AGCO is a Crown agency of the Province of Ontario, established under the AGCO Act, 2019, that regulates four sectors: alcohol, lottery and gaming (in-person), horse racing, and since 2022, internet gaming. Internet gaming is the youngest file and the most interesting.

Under the framework that took effect on 4 April 2022, three bodies share the work. The AGCO sets the standards (the Registrar's Standards for Internet Gaming), reviews each operator's eligibility, and registers the operating company. iGaming Ontario (iGO) is the conduct-and-manage subsidiary that signs the actual commercial operating agreement with each registered operator. The Ministry of the Attorney General sits above both and sets policy.

So when you see a footer that says "OPIG1230032, registered with the AGCO and operating pursuant to an agreement with iGaming Ontario", that is the layered model in action. The AGCO did the eligibility check. iGO holds the commercial contract. Both have to clear you before any wager is taken.

Operator data: offshore international books (use with caution, no Ontario access)

These names appear on most "best Canadian betting sites" lists. None of them holds an AGCO licence. Most also explicitly block Ontario IPs and addresses at signup. A few are casino-led brands with a sportsbook bolted on. If you live in Ontario and try to register from an Ontario address, you will be turned away. Using a VPN to circumvent the geo-block is a Standard 6.07 violation by the operator and a terms-of-service breach by you. How welcome offers and T&Cs actually work under AGCO rules

This is where Ontario differs from every other regulated jurisdiction in North America. Because of Standard 2.05, an AGCO-licensed operator cannot publicly advertise bonuses, inducements or credits to the general public. So I will NOT quote any operator's bonus on this page. But I CAN show you the mechanics so you understand the fine print once you log into a licensed Ontario sportsbook.

  • Bonus bets vs deposit match. Most welcome offers in Ontario are bonus bets (sometimes called free bets), not cash. With a bonus bet you keep the winnings but not the stake. A $50 bonus bet that wins at even odds returns $50, not $100. Cash-back style offers do exist but they are usually capped low.
  • Minimum odds to qualify. Qualifying bets usually need odds around 1.50 (-200) or higher. Bets below that threshold often do not trigger the offer.
  • Rollover or wagering. Bonus bets are commonly 1x play-through under AGCO rules. Deposit-match offers can carry heavier rollover. That is where the value quietly disappears.
  • Expiry. Offers typically expire in 7 to 30 days. Bonus bets you do not use in time are forfeited.
  • "Risk-free" is dead in Ontario. Under AGCO rules an offer cannot be called "free" or "risk-free" if you have to stake or risk your own money to use it or to withdraw winnings. Operators that violate the rule have been fined publicly: AGCO actions against PointsBet and BetMGM in 2023-2024 set the tone.
  • Consent required. Direct marketing of offers requires your active opt-in. You see offers in the operator's email or in-app once you tick the box. Not before.

My rule of thumb in Ontario: judge an offer by its real terms (minimum odds, rollover, expiry, payment exclusions), not by a number you saw on a landing page (because there will not be one). A small bonus with 1x rollover usually beats a big one locked behind 8x.

Interac e-Transfer is the default for most Ontario bettors. It is the metric I care about most. Licensing and trust

Non-negotiable. I verify every operator against the AGCO public register and the iGaming Ontario operator list before recommending a deposit. The 70+ AGCO operator register: what to look for

The AGCO public register lists every internet-gaming operator with an active Ontario registration. At publication there are 48 registered operating companies running about 80 player-facing sites (since some operators run multiple brands, like Entain running both BetMGM and Sports Interaction).

Before you sign up to ANY Ontario site, check three things:

  • The footer of the operator's site must show "Registered with the AGCO and operating pursuant to an operating agreement with iGaming Ontario" plus the registration number (format: OPIGxxxxxxx).
  • The iGO register at igamingontario.ca/en/player/regulated-igaming-market shows the same registration as active.
  • The AGCO public register at agco.ca confirms the parent legal entity behind the brand is in good standing.

If a site does not show all three, it is not legally operating in Ontario, regardless of what the marketing claims. ConnexOntario (1-866-531-2600) must also appear in the footer of every licensed site as the official problem-gambling helpline.

The 28 February 2024 athlete ban: what changed

On 29 August 2023 the AGCO announced amendments to the Registrar's Standards for Internet Gaming that, with effect from 28 February 2024, prohibit AGCO-licensed operators from using athletes (active or retired) in advertising or marketing materials, including social media. The rule also restricts celebrities, social media influencers, role models and cartoon characters who would "likely be expected to appeal to minors".

The scope is broader than it looks. AGCO confirmed the rule captures athletes from the NHL, NBA, MLB, NFL, CFL, MLS and Premier League, plus Olympians, esports athletes, darts and bowling pros. The only exception is responsible-gambling messaging (an athlete can appear in a "play responsibly" PSA but not in a "place your bet here" ad).

For the Ontario bettor this matters because the marketing landscape changed overnight. Wayne Gretzky was no longer the BetMGM face. Connor McDavid disappeared from BetRivers. Auston Matthews was off the Bet99 ads. The void was filled by celebrity-but-not-quite-celebrity figures, anonymous animated mascots, and (in some cases) the brands themselves doubling down on radio and out-of-home where the visual rule is easier to manage.

The 20% revenue share: where your bet money goes

Under the iGO operating agreement, every AGCO-licensed operator pays iGO 20% of its gross gaming revenue (revenue after player winnings paid, before operating costs). That 20% flows to the Province of Ontario as iGaming tax revenue.

The numbers from calendar 2025 are striking. Total wagers across the AGCO market: about $98.3 billion CAD (up 26% YoY). Gross gaming revenue: just over $4.0 billion CAD (up 34%). Provincial revenue from the 20% share: roughly $807 million CAD. That is a real, attributable line item in Ontario's annual budget that did not exist five years ago. iGO has published the figures in its annual reports since 2023 and the December 2025 monthly report (handle $9.5 billion, revenue $425.4 million in a single month) set fresh records.

The 20% rate is competitive by global standards. France charges 55%, Germany 5.3% on stakes (a much heavier load in practice), and Pennsylvania 36% on sports betting plus 54% on online slots. Ontario sits in the middle of the pack which is part of why operators have been willing to leave US states and invest in the AGCO market.

Timeline: AGCO and iGaming Ontario history

1996

Kahnawake Gaming Commission established near Montreal, the first online-gaming regulator in the world. Many operators on today's AGCO list (TonyBet, Bet99) hold dual Kahnawake heritage.

1998

The Alcohol and Gaming Commission of Ontario is created by the AGCO Act, 1996. Initial mandate covers alcohol, in-person gambling and horse racing. Internet gaming is still illegal.

Bill C-218 comes into force. Single-event sports betting becomes legal Canada-wide via amendment to Criminal Code section 207(4)(b). OLG launches PROLINE+ the same day.

One trend worth flagging. In Ontario, online casino now drives most activity: roughly 87% of total handle in December 2025. Quick facts: AGCO age, taxes and payments

  • Minimum age: 19+ for any AGCO-licensed Ontario site. NOT 18 (Alberta, Manitoba and Quebec are the 18+ provinces).
  • Identity verification: mandatory under AGCO Standard 1.21. You must upload government-issued photo ID before a withdrawal can be processed. Most operators run this electronically and clear in under 24 hours.
  • Taxes on winnings: for recreational bettors, gambling winnings in Canada are generally NOT taxable. What is the AGCO and how is it different from iGaming Ontario?

The Alcohol and Gaming Commission of Ontario (AGCO) is the Crown regulator that sets the Registrar's Standards for Internet Gaming and registers each operator. iGaming Ontario (iGO) is the AGCO's conduct-and-manage subsidiary that signs commercial operating agreements with each registered operator. You need both to operate legally in Ontario.

Is online betting legal in Ontario?
